Using IPSec to permit access to subnets


i'm creating gpo group of kiosks, , want them have access websites within organization, has a class b ip range -- let's call 123.456.xxx.xxx. locked down traffic ports 80 , 443, , selectively started adding things our domain controllers , our enterprise av server.

so far, good.

then tried opening range of ip addresses. i've tried a variety of formats: 123.456.*.*, 123.456.0.0, , 123.456.0.0/16. in each case, gpo allowed access not entire 123.456.xxx.xxx range, rest of web.

what doing wrong?
