WebDAV and EFS Receiving Access Denied Errors

i experiencing annoying problem efs implementation.  have created folder accessed using webdav on 1 of file servers.  setup ntfs permissions following settings:

directory: \\servername\d$vrsecure

permissions:
type     username                permissions           inheritance

allowed  builtin\administrators  full control          folder, subfolders
allowed  \creator owner          full control          subfolders , files
allowed  nt authority\system     full control          folder, subfolders
allowed  domain\vrdpsecured       full control          folder, subfolders

auditing:
type     username                access                inheritance

all      domain\vrdpsecured       full control          folder, subfolders
all      \everyone               full control          folder, subfolders

owner: builtin\administrators

i configured iis use ssl , selected 'basic authentication' suggested in couple of different papers read on webdav.  have shared encrypted test files test user.  however, when try access files test account receive access denied error message, 401.3.  suggesting there acl issue don't think case given can access folder location fine long encryption turned off.  when turn encryption on 'access denied' every operation attempt.  more bizarre issue fact can't see files in location through "my network places", can see them through web browser can't access them.  appreciate provided.  thanks.

first, please ensure efs certificate (with private key) has been imported test user's user store. can refer following article more information using efs in webdav environment:
