Command succeeds in PowerShell console but fails when executed from ISE - what can it be?

i have script automates node.js application deployment , in process calls

`npm install`

this command works ok in both cmd.exe , powershell.exe fails when executed script area of ise (tried run both under standard user , administrator, result same). output like:

maybe ise blocks network communication standard console doesn't? setup default 1 in windows 8 pro.

consider little bat script:

echo off cmd.exe /c "echo some-thing a" cmd.exe /c "echo some-thing b 1>" cmd.exe /c "echo some-thing c" cmd.exe /c "echo some-thing d" 

if run script under powershell.exe, little error message may unnoticed.

but if run script under powershell_ise.exe, a big , red colored error message noticed.

if not case, it'd interesting if redirect error output npn.exe.

something : cmd /c 'npm.exe install' 2>>errs.txt

also, consider using /k option.
