that wrong question in opinion. in time rmember had several of these questions in exams. anyways lets clear things little bit:
in multi domain environment create child domains , domain controllers, root domain controllers should reachable because many information replicated there. @ 1 point can root forest domain controllers should available. need keep in mind domin naming master not needed in operation. because forest wide fsmo role , important when create child domains(not domain controllers) or creating application partitions.
im role responsible maintain links objects in other domains such universal group membership. far believe of them should available. here comes fun part
when want promote domain controller, rid master must allocate pool of sids newly created domain controller. sid pool needed domain controller create security principal objects users , computers.
