Hyper-V hosts got frozen


hi: yesterday doing maintenance on hosts of hyper-v cluster, 2 nodes. cluster warning "overcommitted". cluster has few virtual servers turned off.

when shutdown of host, got frozen. when delete 2 of turned off virtual server, "overcommitted" warning don't show again , hosts ,don't got frozen again.

why posible?

when placing highly available virtual machine, placement process in vmm calculates whether adding new virtual machine host cluster over-commit cluster based on cluster reserve configured host cluster in vmm. cluster reserve specifies number of node failures cluster must able sustain while still supporting virtual machines deployed on clustered hosts. if host cluster cannot withstand specified number of node failures , still keep of virtual machines running, cluster placed in over-committed state, , hosts not available placement.
