Questions on File Access and Security in Small Office


i run small law office. computers running windows 7 ultimate/professional. right files , folders shared bia homegroup. struggling configure access control meet needs. wondering if need windows server meet needs or if can accomplish following without windows server on current setup. please see needs below , appreciate anticipated help.

1. prevent microsoft word legal form templates being taken/transmitted employees out of office

2. prevent access files , information employees not assigned work on

3. prevent employees taking forms, case documents, case information, screen shots, etc... away office

4. able control individual employee access files , folders on fly.

the default acl on shared folder can not achieve goal.
