Failed to create partition error (when system has free memory)

we've got serveral servers running hyper-v r2 server , have following issue. far solution has been full reboot of server.

[window title]
hyper-v manager

[main instruction]
error occurred while attempting start selected virtual machine(s).

[content]
'x-05' not initialize.

failed create partition: insufficient system resources exist complete requested service. (0x800705aa)

[expanded information]
'x-05' not initialize. (virtual machine id 08570f64-fb04-439e-bc51-d266241b37c2)

failed create partition: insufficient system resources exist complete requested service. (0x800705aa)

i see caused lack of memory, current setup follows:

vm1 : 512mb
vm2 : 512mb
vm3 : 512mb
vm4 : 1024mb

current memory information task manager is:
total memory: 65530
cached: 84
available: 52678
free: 52598

the vm wish restart set use 512mb lack of memory seems unlikely.

the server have on 2tb of free disk space unlikely , issue either.

are there other resources required before vm can start , can free-ed manually?

thanks.

my firsth thought antivirus.

do have antivirus software installed on hyper-v host? if have, please try remove (un-install) av software, reboot, , see if problem still exist.
