How to Add New user in Local Already Created Group Policy in windows 7

dear,

i have created local group policy specified user in windows 7 on standalone system

after have created 

now want apply/attach same group policy newly created user of system . 

so how can . 

initially have not created groups users.. 

so please reply solution user based.

according description, want deploy group policy newly created users. right?

before going further, it helpful if collect following information:

1.  what did mean "newly created user of system"? users local accounts or domain accounts?
2. is group policy deploy domain level or local level? if local level, scope of group policy depends on policy. in workgroup, if
   apply computer configuration, applicable users. if apply user configuration, it applicable user login edititng group policy in cases. if domain level, use security filter, -level targeting manage scope of gpo. please refer following article more help:
