How can I monitor NIC on Windows Server 2012 Cluster

hello all,

           i've issue ms.windows server 2012 cluster, when unplug lan cable or power off switch of production network node 2, why cluster resource  does not take node 1, , cannot access clients vip or virtual host of cluster services.

sounds me configuration isn't working should. please ask experts in http://social.technet.microsoft.com/forums/windowsserver/en-us/home?forum=winserverclustering , add configuration settings have made failover part.
