ad new IE favorites and delete old


my users have  few ie urls  in favorite folder called "applications"  .i add  new ie urls   and delete old ones .

i create gpo adds new urls in "applications"  folder fine ,  but  it not  delete old urls . if select delete option deletes  all  other user favorite folders , urls.  tried option checked "only delete favorites created administrator" same result.

ideally, to delete  all urls in "application" favorite  folder  and replace with  urls   defined in gpo but  @ same time  not delete other other favorite folders or urls.

it seems cannot  overwite urls in 1 paticular ie favorites folder . ideas appreciated .

no used user config -> windows settings -> ie maintenance ->urls -> favorites , links.

should use policy preference instead ? 

i highly recommend use gpp instead of ie maintenance.
