Offline WSUS server shows 700+ updates requiring files

i hope has come accross , knows how fix.

i have 2 wsus servers.
one online , 1 offline.
i have got online version download files updates , have run wsusutil /export , copied files wsus content onto offline server. ran wsusutil /import.
i assumed offline server show 0 updates needing files files exist , database exported online version upto date, no, offline server needs 700+ files.

i can pick update needs downloads , confirm file exists in right place.

i ran wsusutil /reset notation suggests restored databases , check rows in db have files didnt either.

i ran bit bitsadmin /reset still no joy.

does know how can offline server upto date?

vince

i have approved 63 updates approved , being deployed donor server. have compared contents of wsuscontent folder , same on both servers.

the wsus front end telling me, 61 updates need files "downloaded 83.71mb of 1,972,29mb"
think we've identified our issue here:  you cannot approve updates on disconnected server unless updates have been approved , downloaded connected server prior file transfer.

it looks me here may have approved updates on connected server, file downloads not complete when did machine-to-machine copy. try approve updates on disconnected server , content not there!

the basic point of bitsadmin this: there should *never* download job queued on disconnected server. if there download job queued on disconnected server, that's prima facie evidence file not on connected server when file copy made.
