Windows Server 2012 R2 Activate Windows 7 Aren't Activating

i thought remembered being simple: add kms service role server, add key , active, publish dns, tell pcs activate.

this output of slmgr.vbs /dlv .

microsoft (r) windows script host version 5.8
copyright (c) microsoft corporation. rights reserved.

name: windows(r), serverstandard edition
description: windows(r) operating system, volume_kms_ws12_r2 channel
partial product key: <removed>
license status: licensed

key management service enabled on machine
    current count: 1
    listening on port: 1688
    dns publishing enabled
    kms priority: normal

key management service cumulative requests received clients
    total requests received: 43
    failed requests received: 0
    requests license status unlicensed: 0
    requests license status licensed: 0
requests license status initial grace period: 0
requests license status license expired or hardware out of tolerance: 0
requests license status non-genuine grace period: 0
    requests license status notification: 43

why clients in notifications status , not going licensed status?

i had similar issue kms office , found hadn't rearmed office before sysprep. maybe issue similar...? needed rearm windows before sysprep.

i don't have clients test anymore. scripted inputting mak key , activating them since 40+ machines reporting count wasn't high enough though 40 clients high enough count

yes, if not rearm before sysprep (or if not sysprep image), suffer duplicate cmid , kmshost refuse activate such duplicate clients.

don [doesn't work msft, , they're glad ;]
