Enforce GPO vs Local Setting and WSUS Update Reboot Questions

i had wsus gpo loccated @ top level of gpo; sub-level server container has 'block inheritance', windows update pushed down servers (override local block inheritance' because accidentally set 'enforce', that's understandable. question wsus gpo set 'no restart' , windows update services on local server set 'automatically downlonad , install' , servers reboot (x2). seems not clear me. in past, when logged on server, pop-up windows update installed , needed reboot. postpone reboot maximum 4 hours. and, understanding, if logged out before 4 hours expired, clock reset! means prompt me again next time log on server, server not reboot due windows update if administrator did not logon , ignore time counted down reboot, server reboot on own.

please me understand this, thanks.
