Domain Functional Level between 2003 and 2008.

i have network domain functional level of 2003. network has 2 domain controllers, 1 of them windows 2003 , other windows 2008. if raised domain functional level of domain 2008, happen domain controller has windows server 2003 running, still functioning @ 2003 level although level less new domain functional level (which has been raised 2008)?????

i have noticed message that's coming windows server 2008 when raised domain functional level 2003 2005, says:

the functional level raised successfully. new functional level replicate each active directory domain controller in domain........

what (replicate) here mean. ????

you cannot rise domain func level 2008 until dcs are windows server 2008 or higher.
