Synchronous Logon Script Windows Server 2008

using roaming profiles, came across issue logon scripts not run synchronously first time user logs in. after user logons , logoffs once, scripts behave expected.  i've confirmed setting script infinitely loops.  on first login, script continues run in background , application opens.  on subsequent logons, script runs , application not open until manually kill wscript.exe.

included gpo below.  server in ou blocked inheritance , gpo enabled.  ideas?
