Group Policy Replication Failure

environment:
server 2003 forest level
server 2003 domain level
single domain/forest
3 server 2008 domain controllers in corporate hq
5 server 2003 domain controllers in branch offices

issue:
months ago began updating our hq domain controllers server 2003 server 2008.  has gone well, except have discovered group policy isn't being replicated out pdc (which 1 of server 2008 domain controllers).  when looking @ gpmc, ad version particular gpo 165, whereas sysvol version 138.  not seem frs replicating files correctly, can place file in sysvol directory , not replicated.

i'm not sure why replication isn't working.  dcdiag looks clean servers.  event logs have no errors stating frs cannot connect destination servers, know problem lies within frs itself.

where go here?

sorry late reply.  issue manifested direct result of moving sysvol , active directory database files on ntfs partition on server.  luckily, had 1 working domain controller here @ our home office able demote , re-promote affected dcs, choose correct ntfs location, , well!
