Script running as admin at logon


i've heard logon scripts , batch files ran admin regardless of user's group are.

trying run .bat file change ntfs user's permissions folder @ logon, realized icacls doesn't work, showing access denied.

note: user's group (and must be) "domain user".

i've tried setting software restriction gpo doesn't work too.

is there way run logon script or batch file admin without "runas"?

the logon scripts run user's permissions.
can configure startup script run under local system account context.

gpo/computer configuration/windows settings/scripts (startup/shutdown)
