Install winpe 3.0 on local disk of windows 2008 R1 (x86)

i'm trying install winpe 3.0 x86 image (.wim file) on local disk. followed steps technet , able 64 bit image on windows 2008 r2. 32 bit image on windows 2008 r1 (x86) fails boot same steps. here's bcdedit entries failing box:

am missing something? tried use softwares easybcd , observed in case of 2008 r1, asks windows cd/dvd while creating local winpe entry. tried diff bcd entries created such software vs mine , there's no difference when create entries through easybcd, works. have automate part can't depend upon easybcd. or pointers on appreciated.

btw winpe install used in our product later when winpe boots collect data target system , have our own provisioning etc. not wds.
query in general, how install winpe locally on windows 2008 r1? steps given on microsoft site work 2008 r2 not r1.
