symptom:

someone may sysprep windows 10 insider preview build 10130 test. however, when run sysprep in windows 10 insider preview build 10130, may find error message pops out saying that:

a fatal error occurred while trying sysprep machine.

then check sysprep setupact.txt log, find logged error saying this:

sysprp encountered error 0x80070020 while deleting contents of package repository. process, windows installer service, accessing files inside

'c:\programdata\microsoft\windows\apprepository'.  

try stopping windows installer service , ensure no other process is accessing files inside directory before retrying [gle=0x00000012]

'c:\programdata\microsoft\windows\apprepository'.  this folder used storing information windows store apps, may find out, newly created in windows 10 insider preview build 10130, there windows store apps still under downloading/installing process when logon first time.

which suspect should root cause of issue here.

workaround:

so in current situation, if run sysprep on newly created windows 10 insider preview build 10130 machine, need wait until apps finishing installation, can run sysprep built-in admin account.

if sysprep fails above error, please wait hours.

the first time failed sysprep, , next day when run sysprep under c:\windows\system32\sysprep, , select generalize option, failed second time, different error message:

[0x0f00ae] sysprp winmain:hit failure while processing sysprep cleanup external providers; hr = 0x8007001f

then open registry , find following archive:
hkey_local_machine\system\setup\status\sysprepstatus

chnage value of generalizationstate 3 7, run sysprep again.

this time sysprep finished , machine reboot successfully.
