How to block application adding a firewall rule to windows firewall.

i trying write firewall rule block incoming ports except predefined set of ports(80,20,23,21...).  

this can achieved setting default block incoming connection , allow predefined ports. problem face here application running in admin mode can add rules allow respective ports, dont want happen. 

so can 1 suggest way work around problem. 1 way solve blocking applications adding firewall rules. there setting blocks appilications adding anymore rules. existing rules should still valid.

other work exhaustive list of ports blocked. create block rule ports added it. blocks gets preference on allow , allow rules added unrelated applications still void. 

can please suggest solution or improve solutions.

if application runs under administrative account, cannot in situation. administrative account can restore required permissions if explicitly revoke them. therefore, can run application under non-administrative user account if possible.
