Group Policies replicated to other DCs but Group Policy Modeling does not show the settings?

ok. i've got super weird problem here never experienced before.

the problem follows. we've got 4 dcs in our production domain, 1 each operations master role, , each 1 holding global catalog well.

anyways, few days ago created new password policy find out wasn't applied every client sporadically. specifically, got applied workstations who's logonserver corresponded dc created new gpo (dc3).

first thing thought had replication problems , new gpo wasn't replicated other dcs. turned out wrong. replication works expected. dcdiag, repadmin, replmon show no errors.

also, group policy modeling shows gpo in question in fact present on every dc. not applied on other server 1 created gpo.

long story short, problem is:

i created gpo on dc3. if run gpo modeling on dc3, works expected. gpo there, settings.

if run gpo modeling on other dc, gpo there well, settings not. super weird.

any ideas? further clarify things attached 3 screen shots, first same on dcs, new gpo present. second dc works should, , third 1 other dc gpo present settings missing.
