Active Directory Schema Extension OID Acquisition

i work in school district evolving technology in general. learning manually extend ad schema developing our student records system. seems having globally registered oid recommended. baseing new custom classes , attributes off of prefix. and i found script at: http://gallery.technet.microsoft.com/scriptcenter/56b78004-40d0-41cf-b95e-6e795b2e8a06 that seems need. however,  have rreveiwed many articles , read should register oid microsoft insure global uniqueness. if ever market or share our methods other districts may important insure uniqueness attribute. asking advice on how proceed here? use vb script , continue based on oid generated there or should call microsoft , register oid?
